Here are a couple things to consider :

Initial chakra and health should be initialized at 100, it doesn't make sense to be able to change them especially that i doubt anyone will start with anything less than 100 and you cant put it more than 100.

Everyone who starts should start off as a Genin and make his way up the ladder

the village selection should be in a form of bullet points where u can only choose one because writing them like that makes no sense ( especially that anyone can write anything and it become meaningless )

same goes for the elements where u should only choose one and it has to be a valid one so make a list where he has to choose only one not write it himself. And since he should be able to chose another one you can enable the selection of another element when he is at chunnin rank or something

weapon list should be made standard, everyone starts with 2 Kunai, 5 Shuriken. and he can buy more later on after making some money


- User Command panel :

not sure what u mean by the shinobi class. its different than rank so i dont know what u mean

village shouldnt be available to be changed, those are like yr information. however u can have the option to desert yr village for example

elements like i said before shouldnt be able to be changed in the CP. only a choice to add another element after some time

justsu should be added from a current list not written like that

8 ) Village can be changed, but shouldn't be in the registeration. Since you have to make your character to be able to join a village.

9) You're right, they should be only be changeable by an Admin. Depends on your character, if he has more than one element.

2 ) everyone starts at 100 HP and chakra, the more the user posts and advances, the more he improves with more hp and chakra

3 ) its fine for a start but if u plan on keeping it as it is for long it would kill the point of having a rank system

4 ) no i havent changed my mind, what i meant was selection box where the user presses the arrow and gets the possible suggestions, not write his choice in a text box

5 ) yea, start with one element which u choose like the village selection, a selection box. and then later on when he is a chunnin he can select another element or maybe 3

Yeah the combo box rioht? Not the radio box where you have to fill an option by clicking on it.
